【明報專訊】Chief Secretary for Administration Henry Tang will chair the Community Care Fund Chief Executive Donald Tsang said in his policy address the government would set up. The government and the business sector will each contribute $5 billion to it.

The government said that would be a tripartite effort (between the community, the business sector and the government) to help the underprivileged. However, some say the business sector's contribution would be aimed at burnishing its image. On November 11 the Chief Executive appointed twenty non-official members of the Steering Committee on the Community Care Fund. They include such representatives of the business sector as legislator Jeffrey Lam Kin-fung (立法會議員林健鋒).
