Impact of the incident
Legco's motion to repeal the Chief Executive's order has triggered an exceptional executive-legislature conflict (行政立法衝突). Article 73 of the Basic Law says Legco has the power to enact, amend or repeal (廢除) laws. Tsang Yok-sing's decision to allow the motion to be tabled is regarded as an act to maintain Legco's dignity (尊嚴) and status.
