"It's the Director of Audit's report. ...I can't talk about the issue in public [now] ...I'll deal with this issue seriously," said Michael Suen, Secretary for Education (教育局長孫明揚). On November 18, he refused to name any schools having problems, saying his hands were tied by procedures and no names should be revealed expect in response to legislators' inquiries.
"The Education Bureau evades its responsibility," said Lam Kin-wah, chairman of the Direct Subsidy Scheme Schools Council (直資學校議會主席林建華). He said there were no clear rules to follow.
